China to help Pak developing agriculture and telecom sectors

The Chinese Vice-Minister for Industries and Information Technology assured that his country will help Pakistan in developing agriculture and telcom sectors. He held out the assurance during his meeting with visiting Minister for Investment Senator Waqar Ahmed Khan. The two sides also reached an agreement to strengthen their interaction to bring together the relevant private sectors of the two countries to achieve the results. On the occasion, Senator Waqar briefed the Chinese Minister who had visited Pakistan in 1993, about the investment opportunities his country offers for foreign investment particularly for Chinese. Meanwhile, Commerce and Sourcing House (CASH), a Pakistani company based in Shenzen China organized an ‘Agriculture Investment’ conference in collaboration with Ministry of Investment and Pakistan Embassy in Beijing. CASH plans to bring a group of Chinese investors in agriculture sector to Pakistan in near future for which discussion was also held with the BOI. The Chinese companies participated in the conference include manufactures of agriculture machinery, agro-based industry, poultry and husbandry equipment, horticulture and other related agriculture fields. Addressing the conference, Waqar Ahmed said, Pakistan attached great importance to its socio-economic partnership with China. The two sides geared up their cooperation for developing KK highway and digging a tunnel along this land link. Through this tunnel, he pointed out not only we lay gas pipeline to fetch gas from Turkmenistan but also lay a railway track and optical fiber. These utilities could also be used by our Chinese brethren. Another area, he said is the Textile sector, the Minister said and added that his country is ready to seek Chinese help to expand production not only to meet our domestic requirements, but also to export to other countries, including USA with whom his country is holding negotiations on favourable terms. The Investment Minister noted that China has allocated a good amount of soft loan facilities for the less developed countries and we wish that some portion of this amount to be invested in Pakistan. He pointed out that Pakistan has established a Chinese specific Special Economic Zone in Punjab province, where his country has offered tax free import of plant and machinery for setting up industries in the Zone. The investors would enjoy tax holidays for 5 years, while there is no bar for repatriation of profit earned from these industries. Kay Zhang, General Manager China Operation Commerce and Sourcing House (Shenzhen) Ltd assured that his company will extend all possible cooperation in bossting Pak-China cooperation in trade and business sector.

Increase SMS rates, get tax relief

LAHORE: The cellular phone operators are not willing to accept the government’s offer to increase their SMS rates in order to get relief in the GST and SIM activation charges.

The News has learnt that a meeting was held between CEOs of cellular companies and the adviser to the prime minister on finance Shaukat Tarin on Monday in which the adviser had linked the decline in GST and SIM activation to increase in SMS rates.

All operators rejected the offer except one that is not offering bundle SMS package to its customers. The only beneficiary of the government offer would be that single company, which was unable to continue bundle SMS packages due to network issues, the finance ministry revealed.

The SMS addicted youth would be the target of the government for generating revenue.

Currently, if a company offers unlimited SMS for Rs3 per day the government earns only 0.21 paisa tax from this package. Once the SMS rates would be increased the bundle SMS packages would automatically end. Thus the government will earn taxes on every SMS which ever be the rates.

On the other hand the share of SMS in total revenue generation is almost 8 per cent only while 92 per cent revenue is coming from voice services to the cellular companies. Thus the revenue of the company would also increased once the SMS rates would be reduced the people would increase voice services.

The telecom industry and the regulatory authority PTA have already proposed to the government to reduce SIM activation tax in the upcoming budget 2009-10 to attract more foreign investment in Pakistan in the telecom sector.

Sources in Federal Board of Revenue (FBR) said that a substantial reduction in SIM activation would be announced in budget but there is no proposal to reduce the general sales tax as this is the easiest way of collection GST for revenue generation.

The mobile phone operators are demanding of the policy makers to bring the level of tax on telecom industry at par with other sectors, including activation tax for its speedy growth in the country.

In the last year’s budget, the federal government had increased general sales tax (GST) to 16 per cent from 15 per cent, however, the telecom industry was the only industry which had been imposed a 21 per cent GST.

Phone numbers become longer in major cities

The land line phone numbers in Pakistan’s two largest cities “Karachi (population 14 million) and Lahore (population 8 million)” are set to become longer, official sources said yesterday.

Telco giant Pakistan Telecommunication Company Ltd (Pak Telecom) has been asked by the Pakistan Telecommunication Authority to change subscriber numbers to eight digits owing to shortage of land line numbers for other telephone operators.

When contacted, officials at Pak telecom said they were not happy with the decision as they would have to invest heavily in making the changes. Pak Telecom Senior Executive Vice President Corporate Affairs Sikander Naqi said some of the major areas that would need investment are the company’s exchanges in Karachi and Lahore and the billing system. He said the new numbers would also mean higher printing costs whilst customer awareness would mean higher advertising and marketing costs, adding that with the many changes which would bring about with the addition of an extra digit, the Pak Telecom would also have to invest a lot of time for its successful implementation.

The Pak Telecom would be changing its Karachi and Lahore phone numbers to eight digits due to higher number of subscribers in these two cities.

Naqi said that demand for change of numbers has not been called for from any other area of Pakistan as yet. Although the new numbers have been already implemented in some areas, the official launch would be from July 1 onwards, Naqi stated.

The change in numbers would be as follows: digit 9 would be added prior to all government telephone numbers and digit 3 would be added to all private numbers.

Spoofing

Spoofing is the creation of TCP/IP packets using somebody else’s IP address. Routers use the “destination IP” address in order to forward packets through the Internet, but ignore the “source IP” address. That address is only used by the destination machine when it responds back to the source. A common misconception is that “IP spoofing” can be used to hide your IP address while surfing the Internet, chatting on-line, sending e-mail, and so forth. This is generally not true. Forging the source IP address causes the responses to be misdirected, meaning you cannot create a normal network connection.

However, IP spoofing is an integral part of many network attacks that do not need to see responses (blind spoofing).

Examples of spoofing:

man-in-the-middle
packet sniffs on link between the two end points, and can therefore pretend to be one end of the connection
routing redirect
redirects routing information from the original host to the hacker’s host (this is another form of man-in-the-middle attack).

Process
In order to bring your existing number to the Telenor family through Mobile Number Portability, just follow the 4 simple steps.

1. Check the following

For verification with your existing mobile operator, bring any receipts, SIM  Card, SIM Jacket etc. that validate your ownership of your existing   number that you wish to port to Telenor.

If an individual subscriber, please bring identification information  (original CNIC, NIC, Passport) of the owner of the number to be ported.

If your number is part of a corporate subscription, please bring along a  copy of identification information of the Chief Executive or the authorized  signatory for the subscription. You must also bring along a written request  on the company’s letterhead or porting request application, signed by the  Chief Executive/authorized signatory, requesting to port the number(s)  issued in the name of the company/organization.

2. Visit any Telenor Sales & Services Center, along with the necessary     information, to make a porting request by filling out a porting request form by     Telenor Pakistan. You would be requested to show the SIM for verification     purposes.

3. A porting fee has to be paid when making a porting request, as per policy.     Please ask the agent attending you for the amount of the porting fee.

4. A Number Portability Request (NPR) is launched by Telenor Pakistan and you     are given a Telenor Pakistan SIM Card, along with a tentative time to when    you can start to use Telenor’s network on this SIM.

You will receive a Mobile Number Portability User Guide along with the Telenor Pakistan SIM Card, which will inform you about the services you can enjoy while using Telenor on your existing number. It will also bear answers to some Frequently Asked Questions that you may have regarding the service.
