PTA announce Mobilink as first class cellular mobile operator between their competitors. The Surprising thing is Ufone is on last position which is not shocking but unbelieving.</p>

<p style="text-align: justify;">Pakistan Telecom Authority (PTA) released a SMS-based End user opinion survey program <strong>8899</strong> which was planned to get customers opinion regarding efficiency on their particular mobile providers. With this investigation, PTA created exclusive preparations to make it a free of charge method to motivate highest involvement of average person.</p>
<p style="text-align: justify;">The survey had been carried out by <strong>Outreaching Telecom</strong> for customers to increase the geographic exposure. The obvious as well as quickly ‘SMS-based’ system had been implemented in which general public had been motivated to take part in the survey simply by providing reaction via Text message which range from 1 (minimum) to 10 (maximum) depending on their own opinion. After getting particular result, PTA comes with final result and declare Mobilink No 1.</p>

PTA’s acknowledgment of wi-tribe’s service quality emphasizes that the company is passionate about delivering nothing short of excellence to its customers.</p>
<p>To celebrate this achievement, PTA Chairman, Dr. Mohammed Yaseen, was invited by wi-tribe Pakistan’s CEO, Mustafa Peracha and his team for a cake-cutting ceremony at wi-tribe’s head office in Islamabad. During the ceremony, wi-tribe’s CEO Mustafa Peracha expressed his delight on the recent achievement, stating, “I am elated about wi-tribe’s success in Pakistan. I’m also thankful to PTA for recognizing our effort to take broadband to the next level.”<span id="more-4585"></span></p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The government has decided to revise the &#8216;Approved Settlement Rates&#8217; (ASR) for transparent sharing of premium, being earned on incoming international telephonic traffic, after the cellular companies registered protest over the current mechanism and recent determinations of Pakistan Telecommunication Authority (PTA).</p>
<p>Official documents, exclusively obtained by Business Recorder, show that the government would also incorporate changes in the prevalent regulations to effectively curb the menace of grey traffic, resulting in huge loss to the national exchequer.<br />
<span id="more-2412"></span></p>
<p style="text-align: justify;">According to the provisions of Telecom De-regulation Policy, approved by the Cabinet in 2003, &#8216;Long-Distance International&#8217; (LDI) licensees would be permitted to retain a fixed share of termination charge, paid by international carriers, while the remaining portion of premium is to be used for infrastructure development to increase the tele-density. The latter is termed as the &#8216;Access Promotion Contribution&#8217; (APC).</p>
<p>In the existing policy regime, this premium for the calls terminating on local loop operators (LLOs), is passed on to LLOs, while the APC on cellular termination is collected and provided to &#8216;Universal Services Fund&#8217; (USF), the agency responsible for expanding the infrastructure of tele-density in the country.</p>
<p>Moreover, the policy entrusted Pakistan Telecommunication Authority (PTA) to devise a formula for revenue sharing, which would be reviewed and notified at least once every six months. Framework for APC was outlined in &#8216;Access Promotion (AP) Rules and AP Regulation published by the PTA in 2005.</p>
<p>Pursuant to deregulation policy and AP Rules and Regulation, Pakistan Telecommunication Authority (PTA) monitors and approves the international telephone service agreements recommended by consortium of LDI operators. From time to time, PTA has been reviewing the APC by issuance of determined rates. However, telecom industry has been agitating, for quite some time, on Approved Settlement Regime (ASR) introduced by PTA and they have expressed reservations on recent determinations issued by the PTA. The current regularity regime does not provide the mechanism to effectively curb the menace of grey traffic, resulting in huge financial loss to the national exchequer. The matter was referred to the Ministry of IT for resolution. A committee comprising representatives of industry, PTA, and MoIT was constituted to deliberate upon the issue. The committee held a series of consultative meetings with all stakeholders to finalise the revised policy for ASR.</p>
<p>Based on the consensus, worked out through the consultative process, MoIT has proposed the following changes in the clause 4.3 of Telecommunication Deregulation Policy and to make them the integral part of the next Telecom Policy for the sector as follows:</p>
<p>At present, net incoming international traffic generates a financial premium over the cost of conveying and terminating the traffic into Pakistan. For next five years, a reasonable portion of the premium is proposed to be used to promote infrastructure expansion. The portion of the premium applied to promoting infrastructure expansion is referred to as the &#8216;Access Promotion Contribution&#8217; (&#8216;APC&#8217;).</p>
<p>The design and implementation of the APC program will be guided by the following principles: (a) the APC shall be used to foster new infrastructure development to increase tele-density through local loop operators, mobile cellular operators, and USF; (b) the distribution of funds between all stakeholders shall be done in a transparent and non-discriminatory manner; (c) the APC program shall be under the regulatory supervision of PTA, which shall also regulate international traffic agreements; and (d) in order to stabilise ASR and to eliminate the speculation in the market, ASR distribution mechanism for various stakeholders will be for the next five years.</p>
<p>A fair share in APC, called APC-M, may be allocated to mobile cellular operators whereby mobile cellular operators shall procure the system to curb grey traffic on access level which will also facilitate quality of service monitoring and implementation of International Mobile Equipment Identify (IMEI) regime.</p>
<p>LLOs shall provide 200,000 broadband connections each year, exclusively with APC amounts for the next five years. Based on the percentage share in APC, the Authority shall determine the obligatory connections of each operator: (a) in order to secure the effective collection of APC, negotiations of bilateral accounting rates will be supervised by PTA.</p>
<p>The principle of &#8216;one country, one rate&#8217; will be implemented; (b) PTA would establish an international traffic clearing house for all incoming international traffic. Through this clearing house, PTA would have statistics of all incoming and outgoing traffic, including the satellite traffic.</p>
<p>All licensees will be obliged to file reports on the volumes, sources and destinations of international incoming minutes, and PTA shall audit their itemised call records and billing systems with the objective of detecting and eliminating fraud; and (c) channelisation of forex inflow of incoming traffic as well as monetary transactions with foreign operators be made through the State Bank of Pakistan (SBP). Six-monthly account audit and stabilisation of call rates be ensured by the PTA.</p>
<p>A fund for revitalisation of local ICT/Telecom equipment manufacturing through public-private partnership and curbing the grey traffic under MoIT, may be created with the differential amount from APC-M &amp; APC-USF over the international mobile terminating traffic.</p>
<p>Accounting separation will be strictly enforced for access promotion contribution received by the operators for tele-density enhancement and the same shall be audited by the PTA, bi-annually. PTA would devise all possible mechanisms to protect the share of LDI operators, including maintaining the &#8220;White list&#8221; and &#8220;Black List&#8221; of international carriers, whereby LDI operators would be allowed to terminate traffic only for those international carriers on the &#8220;White List&#8221;.</p>
<p>International carriers observing the sanctity of the ASR of the country will be included in the white list. Whereas LDI would register written complaint with the Regulator (PTA) for non-compliance of the sanctity of the ASR, PTA shall blacklist those carriers and direct LDIs to stop bringing traffic from blacklisted carriers.</p>
<p>LDI operators would be required to submit bank guarantees to all the recipient organisations so that the same can be encashed, in case of default from LDI. PTA would issue comprehensive regulations to ensure sanctity of ASR and timely payment of outstanding amounts by all concerned.</p>

<p style="text-align: justify;">After clear discrimination of Facebook for not banning blasphemous  Fan Page, Ministry of Information Technology and Telecom has directed  PTA to ban Facebook Page in Pakistan, told us sources close to  authority.</p>
<p style="text-align: justify;">A reliable source, who is in direct contact with Secretary MoIT, told  ProPakistani that ministry has issued the directive to PTA to ban said  blasphemous content in the country.</p>
<p style="text-align: justify;">Ministry of Information Technology directs PTA for banning any URL or  whole of website in case of any inappropriate content available on it.</p>
<p style="text-align: justify;">It is yet to be  ascertained if the whole Facebook will be banned or just a single URL  will be filtered. In both the situations, Step is inline with  thousands of Facebook users and according to their urge of boycotting  Facebook on May 20th.</p>
<p style="text-align: justify;">It merits mentioning here that a <a href="http://propakistani.pk/2010/05/17/facebook-prophet-mohammad-drawings/">Fan  Page on Facebook</a> is encouraging its members to draw Prophet  Mohammad’s drawings (<em>Sallallahu Alayhi Wa-aal-hi-Wasallam</em>).</p>
<p style="text-align: justify;">Despite thousands of requests, Facebook didn’t put this page down  even it violated Facebook’s own <a href="http://www.facebook.com/terms.php">terms of services</a>.</p>
<p style="text-align: justify;"><strong>Update:</strong> (3:14 PM – May 18, 2010) We have received  confirmation from PTA that directive has been issued to all ISPs for  blocking a single URL (of the particular Fan Page). Order was issued by  Yawar Yasin, Director Enforcement PTA.</p>
<p style="text-align: justify;">PTCL has confirmed the recipient of the order and said that specific  URL is in process of being blocked throughout its network.</p>
<p style="text-align: justify;"><strong>Update:</strong> (8:24 PM – May 18, 2010) Facebook fan page  in question is still opening on various ISPs, however, reports are  coming that specific URL is inaccessible on selected ISPs. Complete  blackout is expected later tonight.</p>

<blockquote style="text-align: justify;"><p>Pakistan Telecommunication  Authority (PTA) has issued Show Cause Notice to initiate proceedings against M/s  PTCL on showing poor quality of service, based on the results of the joint  Quality of Service (QoS) Survey conducted recently by PTA.  PTA has given 30 days  time to PTCL to submit the reply. Based on the outcome PTA, under the Telecom  Act, reserves the right to proceed legally.</p>
<p align="justify">The QoS surveys is a regular activity of PTA  and the objective is to ensure that the interests of the consumers of  telecommunication services are duly safeguarded and that the licensees are  providing the telecom services as per the service quality standards of the  license.</p>
<p align="justify">PTA, from time to time, has been repeatedly  informing PTCL about its poor QoS and PTCL was directed to improve the quality  as per license conditions, however, no improvement made therein despite ample  time provided to PTCL.  As a result, show cause notice has been served to  initiate the proceedings against the licensee as per rules.</p>

<blockquote style="text-align: justify;">
<p align="justify">According to the details, survey was  conducted across Pakistan including major and small cities and rural areas from  August to October 2009 along with the PTCL representatives on a mutually agreed  survey methodology. It may be mentioned that this is the first instance of PTCL  being show caused on account of poor quality of service which clearly shows the  PTA’s resolve for not compromising on sub-standard services to the telecom  consumers.</p>

<blockquote style="text-align: justify;"><p>Chairman PTA, Dr. Mohammed Yaseen said that  ensuring quality services to consumers has always been priority to PTA. This is  evident from the continuous surveys conducted by PTA for both mobile and fixed  line sectors. The recent establishment of Consumer Protection Directorate,  providing fast and easy complaint registration mechanism is another major step  in protecting and safeguarding consumer interests.</p></blockquote>

			<content:encoded><![CDATA[<p style="text-align: justify;">The cellular phone operators companies have added 2.367 million new subscribers on their respective networks in the first five months of the current fiscal year 2009-10 despite having witnessed correction of SIM data base in the recent months.</p>
<p>According to the latest statistics updated by Pakistan Telecommunication Authority (PTA), the overall cellular phone connections have raised to 96.7 million with the teledensity touching 59.03 percent by the end of November 2009.<br />
<span id="more-1151"></span></p>
<p style="text-align: justify;">The cellular subscriber’s growth squeezed after millions of unregistered connections were blocked by the authorities and operators following the launch of SIM Information System. The user’s base was shrinking every next month owing to saturation of market coupled with the correction of subscriber’s base.</p>
<p>Although the new system was introduced officially in mid October, the subscriber’s based widened only by 10,452 connections this month, however the operators successfully recovered their losing users and added 0.790 million in the single month of November.</p>
<p>Since the launch of new SIM Information System-668, a massive number of SIMs were found unregistered by Computerized National Identity Card (CNIC), to counter this mismanagement users and cellular phone operators had to be involved in this campaign to block unwanted or extra SIMs and reissue it to the existing user by rectifying subscribers’ data.</p>
